R: It is a nightmare process, but the very fact that more and more small businesses are demanding to be included and are spurring organizations to assist them, is a good sign, I think. Like everything else, it's a struggle but hey...better to struggle than to give up. ~E

on a practical note it takes a very strong infrastructure to go after gov bus. By that I mean they have a seperate minority designation 8a, or HUB Zone or veteran owned or Service disabled veteran owned busines. One needs to have a gsa schedule in order to get paid, it is almost impossible for a small bus to market to the fed government directly wo a skilled person who has done it before. For local governments (one getting ARRA money), one needs to be DBE certified. That is a very long process if one is starting fresh. As for the City of Chicago, they talk a great game but my company has been waiting for almost a year! Just thought you would appreciate a practical perspective.
